Chu can mean "kiss", as I've seen on some sites, but that doesn't make sense.

Of course it makes sense! Ch  means kiss, but ch ch  refers to a mouse squeek.
|
Chu can also stem from "first lieutenant", which Iron Mouse was in the manga and anime.
|
The Japanese word for first lieutenant is really  chi, not “Chu.” That “Chu” does not “stem” from the term chi.

Sailor Iron Mouse's name, Chuuko Nezu, probably means "Squeaky Mouse."
